Faculty Committees - Research and Higher Degree Committees - Membership and Terms of Reference

Section 1 - Establishment

(1) The Academic Senate, in adopting the policy paper "Postgraduate Research Supervision: Registration, Training and Faculty Support", on 14 December 1994 (AS 94/247) accepted the establishment of Faculty Research and Higher Degrees Committees with the following suggested membership and terms of reference. The terms of reference were further amended on 25 October 1995 (AS 95/207) and 19 August 1998 (AS 98/188).

(2) The Academic Senate determined on 18 August 1999 (AS 99/99) that the Faculty Research Committees should be disestablished and the Faculties be free to develop their own committees or other internal consultative and advisory mechanisms relevant to the needs of their research activities and graduate studies programs.

Section 2 - Faculty Arrangements for Research Activities and Graduate Studies Program

Part A - Faculty of Arts

Arts Research and Graduate Studies Committee

Establishment

(3) The Faculty determined on 18 November 1999 (FBA 99/171) to establish a Faculty Research Committee. Amended on 4 August 2005 (FBA 05/163), 7 June 2007 (FBA 07/69), 30 April 2008 (AS 08/40), 16 July 2008 (AS 08/76) and 21 March 2012 (FBA12/05).

Members

(4) The members include:

  1. Associate Dean, Research (Presiding Officer);
  2. Faculty Research Officer;
  3. Presiding Officer (or nominee) of each School Research Development Committee;
  4. Research Higher Degree Coordinator in each School; and
  5. up to five members of the Faculty, nominated by the Executive Dean, who have an appropriate research profile and represent the Faculty's designated research areas.

Terms of Reference

(5) Contribute to Faculty planning on research and higher degree matters.

(6) Determine policy guidelines for the operation of School Research Development Committees

(7) Receive and consider the minutes of meetings of School Research Development Committees

(8) Receive and consider reports from the Presiding Officer, School Research Development Committee on research activity within the Schools

(9) Make recommendations for guidelines for the Faculty's research grant schemes.

(10) Make recommendations to the Faculty on:

  1. additions and/or deletions to the the University Register of Fields of Research (Higher Degrees); and
  2. research higher degree development priorities for the triennium.

(11) Develop Faculty-specific information and resource materials for research and professional doctorate students and supervisors within the Faculty

(12) Provide general advice to the Executive Dean, the Faculty, and the the University on all research and higher degree matters that affect the Faculty of Arts.

Part B - Faculty of Business

(13) The Faculty of Business Research and Higher Degrees (Research) Committee was disestablished by the Business Faculty Board on 14 August 2012 (FBB 12/67) and was replaced by the Faculty Research Committee. The membership and terms of reference of the Faculty Research Committee are to be advised.

Part C - Faculty of Education

Research Management Committee

Establishment

(14) The Faculty of Education Research and Graduate Studies Committee was disestablished on 28 June 2011 and replaced by the Faculty of Education Research Management Committee (FBE 11/37refers).

Meetings

(15) Meetings of the Faculty of Education Research Management Committee will be held quarterly (March, May, August, November).

Members

(16) The members include:

  1. Associate Dean Research (Presiding Officer;
  2. Sub-Dean Graduate Studies;
  3. Head of School, School of Education or nominee and Chair, Research and Professional Learning Committee;
  4. Head of School, School of Teacher Education or nominee and Chair, Research and Development Committee;
  5. Head of School, School of Human Movement Studies or nominee and Chair Research Management Committee;
  6. Head of School, Murray School of Education or nominee and Chair, Staff Development and Research Committee;
  7. Head of School, School of Information Studies or nominee and Chair, Research and Development Committee;
  8. Head of School, Ontario School of Education or nominee and Chair, Research Committee - Ontario School of Education;
  9. Leader, Early Childhood Research Priority Area;
  10. Leader, Teacher Education Research Priority Area;
  11. Leader, Fatigue and Physical Activity Research Priority Area;
  12. Leader, Information Studies Research Priority Area;
  13. Director of RIPPLE or representative;
  14. Member of the Professoriate as nominated by the Executive Dean;
  15. Foundation Chair of Indigenous Studies; and
  16. Faculty Research and Graduate Studies Officer (Executive Officer.

Terms of Reference

(17) The Faculty of Education Research Management Committee is responsible for recommending to Faculty Board matters relating to research and graduate studies by staff:

  1. prepare the Faculty Research & Research Training Management Plan and oversee implementation of the staff research elements of the plan;
  2. advise on policy guidelines for the operation of School Research Development Committees;
  3. receive and review annual plans for expenditure of each of the Faculty Research Priority Areas;
  4. receive and review annual plans for expenditure of each of the School Research Development Committees;
  5. receive and review meeting minutes from each School Research Development Committee meetings;
  6. receive and review successful applications to the Research Program Fund, Faculty Small Grant Scheme, Faculty New Staff Grant Scheme;
  7. receive and review progress/final reports from the Research Program Fund, Faculty Small Grant Scheme, Faculty New Staff Grant Scheme;
  8. foster and stimulate research in the Faculty;
  9. advise Faculty Board on future Research Centre bids and strategic priorities for staff research;
  10. encourage research collaboration with industry and other institutions;
  11. provide general advice to the Executive Dean and the Faculty on research and graduate studies matters;
  12. make recommendations on the structure and content of research higher degree programs and review their effectiveness;
  13. make recommendations to the Faculty on the additions and deletions to the the University Register of fields of Research;
  14. monitor the implementation of the the University Research and Higher Degree Regulations in the Faculty and provide advice to Faculty Board and the Research Advisory Committee on possible amendments to regulations;
  15. receive and review minutes from the Graduate Studies Sub-Committee's;
  16. via the Graduate Studies Sub-Committee's:
    1. develop and implement policy on selection of higher degree students and appointment of supervisors;
    2. monitor the progress and numbers of higher degree research students in the Faculty; and
    3. monitor the processes of supervision of research students.
    4. recommend to the Research Advisory Committee members of staff for inclusion on the the University register of Research and Higher Degree Supervision;
    5. receive and review applications for admission to the doctoral program;
    6. receive and review research proposal approvals;
    7. receive and review notices of intention to submit;
    8. receive and review examination reports and subsequent recommendations to graduate; and
    9. dispute resolution.

Graduate Studies Sub-Committee's

Establishment

(18) The Faculty of Education Graduate Studies Committee was established as a Sub Committee of the Faculty of Education Research Management Committee on 28 June 2011 (FBE 11/37 refers).

Meetings

(19) Meetings of the Faculty of Education Graduate Studies Sub-Committee's will be held three weeks prior to the Faculty Research Management Committee meetings.

Members

(20) The members include:

  1. Sub-Dean Graduate Studies;
  2. Course Coordinator, Graduate Certificate in Educational Research / Bachelor of Educational Research (Honours);
  3. Representative of Principal Supervisors as nominated by the Sub-Dean Graduate Studies;
  4. Postgraduate Student Representative;
  5. Honours Student Representative; and
  6. Faculty Research and Graduate Studies Officer (Executive Officer.

Terms of Reference

(21) The Faculty of Education Graduate Studies Sub-Committee's is responsible for recommending to the Faculty of Education Research Management Committee matters relating to graduate studies by staff and students:

  1. develop and implement policy on selection of higher degree students and appointment of supervisors;
  2. monitor the progress and numbers of higher degree research students in the Faculty;
  3. monitor the processes of supervision of research students;
  4. receive and review applications from members of staff for inclusion on the the University register of Research and Higher Degree Supervision;
  5. receive and review applications for admission to the doctoral program;
  6. receive and review applications for fee waiver scholarships;
  7. receive and review research proposal approvals;
  8. receive and review notices of intention to submit;
  9. receive and review changes to supervision teams;
  10. receive and review applications for strategic funding;
  11. receive and review examination reports and subsequent recommendations to graduate; and
  12. dispute resolution.

Part D - Faculty of Science

Research and Graduate Studies Committee

(22) Approved by the Faculty of Science Faculty Board on 13 February 2007 (FBSC 07/31) and 28 March 2007 (FBSC 07/65).

Membership

(23) The membership includes:

  1. Sub-Dean Research;
  2. Sub-Dean Graduate Studies;
  3. Executive Dean of the Faculty;
  4. Associate Dean of the Faculty;
  5. Chair (or representative) of each of the School Research Committees;
  6. alternate member from each School who will attend the meetings in the absence of the chair (or representative) from the School Research Committees;
  7. representative from the Heads of School;
  8. two nominees of the Executive Dean who meet the research productive criteria and/or are experienced research higher degree supervisors; one of whom will be a member of the Faculty Professoriate;
  9. Course Coordinator of Faculty research professional doctorate degree; and
  10. Higher Degree Research Student*.

    *The research student representative will be absent from confidential discussions of grant applications.

Right of Audience and Debate

  1. The Pro Vice-Chancellor (Research and Graduate Training) has the right of audience and debate.

Terms of reference

(24) The Faculty Research and Graduate Studies Committee is responsible for recommending to the Faculty Board matters relating to the research and research higher degree programs of the Faculty.

(25) The Faculty Research and Higher Degrees Committee shall:

  1. review annually the Faculty's Research and Graduate Studies Plans and prepare a report for Faculty Board on achievement of objectives and targets during the year;
  2. prepare annually the Faculty Research budget for submission to the Research Management Committee (RMC);
  3. review applications by members of Faculty for Faculty Seed Grants and other Faculty funding schemes and make recommendations to the Executive Dean for disbursement of Faculty Research Funds;
  4. review applications by members of Faculty for the University Small and the University Competitive Grants and prepare a ranking of such applications for forwarding to the the University's RMC;
  5. develop and maintain the Faculty publication database and Faculty Research and Higher Degree web pages;
  6. provide advice to the Executive Dean and Faculty Board on matters relating to research and research higher degrees;
  7. provide advice to the RMC, via the Faculty Board, on additions and/or deletions to the the University Register of Fields of Research;
  8. undertake other activities designed to promote research expertise within the Faculty;
  9. report, via the Faculty Board, to the the University's Research Advisory Committee on pertinent matters;
  10. ensure the accuracy of information included in the the University's Postgraduate Handbook and other relevant publications with respect to Faculty research higher degrees;
  11. make recommendations on the development priorities, structure and content of research higher degree programs within the Faculty and monitor their operation and effectiveness and recommend amendments or additions to the Regulations to the Research Advisory Committee;
  12. develop policy relating to the selection of students for research higher degrees of the Faculty;
  13. recommend to the Faculty policy with respect to any limitations on the timing of admissions to research higher degree programs of the Faculty;
  14. provide recommendations to the Faculty with respect to budget allocations in support of the research higher degree programs;
  15. Develop Faculty-specific policies and mechanisms consistent with the University policy, relating to the selection and performance of supervisors (both internal and external) of research degrees of the Faculty;
  16. develop policy relating to the monitoring of Faculty higher degree research students and develop policy relating to remediation of problems identified during the monitoring of progress; and
  17. recommend to the Faculty on procedures to assist staff and higher degree research students to comply with the University and statutory ethics requirements.
